We carried out extensive analysis and testing of the urban design basis for the Amendment and proposed planning provisions, which focused largely on retaining the visual primacy of the Royal Exhibition Building, from a range of view points.

The World Heritage Area's proximity to the Melbourne CBD, which is steadily growing in scale andf density, presents a challenging tension between city development, and maintinaing a relatively clear roofline/skyline to the historic building.

Our work considered existing conditions, through comprehiensive visual and photographic investigation, and future conditions, informed by current and proposed controls, and current development proposals.
